Several policies and measures are as follows:
1. Guiding ideology

Establish and improve a facility investment mechanism involving multiple social parties, further enhance the support capacity of facilities to serve local industrial development and scientific and technological innovation, and accelerate the creation of a number of world-class major scientific and technological infrastructure in the fields of photonics, life, artificial intelligence, energy, oceans and other fields.
2. Scope of application
The facilities to which this policy applies refer to facilities that have been included in the national major science and technology infrastructure plan and The supporting units include newly started construction projects, optimized and upgraded continued construction projects, pre-research projects, and stable operation projects of units in Shanghai. Other facilities projects approved by the municipal government may be implemented accordingly.
3. Promote diversified investment and efficient construction of facilities
(1) Establish a municipal user advisory committee. The Shanghai Major Science and Technology Infrastructure Users Advisory Committee (hereinafter referred to as the "Users Committee") was established to focus on facility planning and layout, feasibility studies,Demonstration and consultation will be organized during the operation evaluation, optimization and upgrading and other stages, and meetings will be held regularly every year to publicly solicit user opinions, so as to promote the planning, construction and operation of facilities to fully reflect user needs and serve technological innovation and industrial development. The User Committee has set up special committees focusing on photonics, life, artificial intelligence, energy, ocean and other fields. Members of the User Committee are elected for a term of five years, and corporate members account for no less than 30%. (2) Accelerate the preliminary work of facility construction. Prioritize the inclusion of facilities in the city's list of major engineering projects, assist facility-based units in the preparation and submission of feasibility study reports, preliminary designs and investment estimates, coordinate the implementation of site selection, land acquisition and relocation, pipeline relocation and other local service guarantees, Accelerate the approval of relevant procedures such as planning permits, energy conservation, environmental impact assessment, and social stability risks. (3) Encourage diversified financing of facility construction funds. In principle, facilities construction funds should be composed of funds within the central budget, local supporting funds, and self-raised funds by the facility-supporting units. On the premise of actively seeking financial support from the central budget, this city will actively provide supporting support to projects whose self-raised funds (including social capital investment) by the facility-based units are not less than 20% of the total investment. For facilities that do not meet the above standards, this city relies on the user committee to organize and carry out evaluation and demonstration of the facilities' ability to serve the city's economy and technological innovation. Based on the demonstration opinions, the city's supporting support plan will be studied and formulated according to procedures. (4) Support the development of key technologies and core equipment research. This city supports newly started construction facilities in the initial construction stage, focusing on core tasks and goals, and jointly with enterprises to organize and implement major municipal science and technology projects as needed, and to carry out research on key technologies and core equipment. In principle, a maximum of 800 RMB will be awarded to eligible projects. %, and the total amount of support shall not exceed 300 million yuan. Support the accelerated transfer and transformation of key technology research results of facilities, further leverage the spillover effect of facilities, organize the centralized promotion of major scientific research results to venture capital funds and industrial funds, and cultivate and incubate a number of scientific and technological enterprises in the fields of major equipment and materials. In principle, each facility should apply for no more than one major municipal science and technology project, and the application time should be no later than two years after the start of construction. Reserve projects included in the national plan can be implemented as a reference after being submitted to the municipal government for approval. 4. Ensure stable operation and open sharing of facilities
(6) Explore and establish facilities Market-based charging and corporate user subsidy mechanisms. Establish and improve a long-term mechanism for social capital to participate in the operation of facilities, reasonably guide and drive the whole society to increase investment in facilities, and support facilities to formulate market-oriented charging standards in accordance with the principle of "compensation for costs and reasonable returns". Increase subsidies for enterprise users to use facilities, encourage technology-based small and medium-sized enterprise users to reduce the cost of facility use through "technological innovation vouchers", and study to further increase support. For enterprise users who are not included in the application scope of the "Technology Innovation Voucher", in principle, a maximum annual subsidy of no more than 50% and a total amount of no more than 1 million yuan will be provided. The required funds will be provided by the Zhangjiang National Independent Innovation Demonstration Zone Special Project according to the location of the enterprise user unit. , Zhangjiang Science City special project, and Lingang New Area Management Committee special arrangement, corporate users not covered by the above special funds will be subsidized by the district where they are located. (7) Establish a facility classification evaluation and reward system . Facilities are classified and evaluated based on their main functions and service objects. The evaluation content mainly includes aspects such as supporting national strategic scientific and technological strength, serving major technical research and development, enterprise scientific and technological research and development, and the level of facility talent support. This city conducts facility operation evaluation and assessment on an annual basis. For facilities that meet certain standards such as machine-hour utilization efficiency and corporate user ratio, and that play an important supporting role in scientific research and enterprise technology research in this city, in principle, the facilities will be rated at RMB 15 million, Awards will be given in three grades of 10 million yuan and 5 million yuan, and will be supported in accordance with the Zhangjiang National Independent Innovation Demonstration Zone Special Development Fund Management Measures. The Lingang New Area project will be specially arranged by the Lingang New Area Management Committee. (8) Support facilities to improve service levels and conduct preliminary research. Give full play to the user committee’s decision-making and consulting function in facility planning, layout and upgrading. The Municipal Science and Technology Innovation Plan sets up plans related to the improvement of key technologies for major science and technology infrastructure, focusing on supporting facilities to carry out research on new experimental methods and optimize and upgrade device and component technologies based on new trends in science and technology development, new needs for industrial development, and new problems in facility operation. For facilities under construction and planned facilities, in accordance with the Zhangjiang National Independent Innovation Demonstration Zone Special Development Fund Management Measures, support the development of important scientific research process equipment technologyTechnology iteration and related pre-research will be carried out to promote the inclusion of facilities in the next round of national major science and technology infrastructure planning. The Lingang New Area project will be specially arranged by the Lingang New Area Management Committee. 5. Strengthen facilities to support and serve the city’s industrial capabilities
(9) Encourage the construction of supporting facilities for user installations. In order to better leverage the technological spillover effects of facilities and serve local industry and economic development, upon recommendation by the User Committee, this city supports facilities in arranging user devices to meet the needs of industrial development. The user equipment should meet the following four conditions at the same time: (1) Relying on the construction of stable operation facilities, the enterprise is responsible for investing in the equipment and facilities of the user equipment and corresponding transformation and completing the investment registration procedures. Special approvals involving planning, construction management, environmental impact assessment, fire protection, etc. shall be submitted for approval by the enterprise or facility-based unit in accordance with regulations. (2) Enterprise joint facility supporting units propose construction plans based on actual technical needs. The plans should focus on the development direction of key industries in the city, with the main goal of supporting key technology research and the transformation of scientific and technological achievements. (3) User installation projects must be approved by the facility supervisory unit as required. (4) After completion, the enterprise and the facility-supporting unit will jointly raise funds to fully guarantee the operating funds and achieve long-term stable operation. (10) Strengthen supporting support for the construction of user devices. For user devices that comply with the provisions of Article 9 of this policy, the city will provide investment subsidies. The maximum subsidy amount shall not exceed 30% of the total fixed asset investment of the project after approval, and the amount shall not exceed 30 million yuan. The same enterprise will not be supported repeatedly, and the relevant funds shall be provided by the city. Level construction financial resources shall be arranged according to new infrastructure projects and implemented in accordance with the municipal construction financial investment subsidy project management regulations. (11) Promote user devices to strengthen open services to the outside world. The operation management and open sharing of user devices are managed by the facility-supporting unit as a whole. The relevant rights and responsibilities are specifically stipulated in the operation management agreement signed between the facility-supporting unit and the enterprise. 6. Ensure key elements of facilities

Support the inclusion of facility-based units in the recommended scope of key institutions for talent introduction. Support qualified facility scientific research and engineering talents to apply for relevant municipal innovation talent plans, and provide support with reference to the city's talent security policy. In principle, there will be no more than 3 people per facility per year, and the maximum number of people per person will be No more than 200,000 yuan will be awarded, and personnel are not allowed to apply repeatedly. The required funds will be arranged by the Zhangjiang National Independent Innovation Demonstration Zone Special Project, the Zhangjiang Science City Special Project, and the Lingang New Area Management Committee according to the location of the facility-based unit. (14) Promote the service connection between facilities and industries. Establish and improve a normalized communication mechanism between facility-based units and enterprises in this city. The industry authorities will work with the science and technology innovation center construction promotion department to strengthen guidance, and rely on the city's relevant industrial technology innovation alliance and other mechanisms to regularly organize facility forums, facility technology and application seminars. The meeting will promote the strengthening of service docking, cooperation and exchanges between facility-based units and leading enterprises in this city.
