The General Office of the Jiangsu Provincial People's Government issued the "Three-year Action Plan (2024-2026) to accelerate the creation of a more distinctive "Water Transport Jiangsu" (hereinafter referred to as the "Action Plan").

The "Action Plan" proposes 7 development goals: the standardization and networking of waterways will be significantly improved; the port will become larger and more professional; the characteristics of sea, river, highway, rail and water transport will become more distinctive; The level of ship modernization continues to improve; water transportation service support capabilities have been significantly enhanced; breakthroughs have been made in the smart innovative development of water transportation; and the green and low-carbon transformation of water transportation has been solidly advanced.

The "Action Plan" proposes to accelerate the development of green ships. Vigorously promote energy-saving and environmentally friendly technologies, comprehensively promote the application of new energy and clean energy ships, and accelerate the elimination and renewal of existing high-energy-consuming and high-emission transport ships; strictly implement the mandatory scrapping system of ships, and encourage the use of ships for more than 20 years. of inland waterway shipping ships; promote the application of pure battery power technology in inland waterway ships, guide the construction and transformation of inland waterway electric ships and supporting charging facilities; steadilypromote the existing medium and long-distance navigation of more than 2,000 tons on the Yangtze River trunk line, Beijing-Hangzhou Canal, etc. Transport ships are being retrofitted to use LNG energy. In 2024, the stable operation of 120 TEU pure electric container ships will be achieved; in 2025, the number of pure electric inland river container ships will strive to reach more than 10; in 2026, the number of pure electric inland river container ships will strive to reach 17.

The "Action Plan" proposes to strengthen the research and application of efficient and applicable ships. Deepen the integration of design and construction of inland waterway transport ships, improve the level of professional ship design, construction and inspection, strengthen the research and development of intelligent, environmentally friendly and high-tech ship technologies, andaccelerate the development and promotion of container ships with 120 TEU or more and ro-ro/containers with 200 TEU Multi-purpose ships and other large-scale, standardized ship types. Promote the research and development and application of 120 TEU, 200 TEU and other Haihe River direct ship types. Accelerate the application of advanced, applicable, safe and intelligent technologies on transport ships to reduce ship safety risks and crew labor intensity. In 2026, breakthroughs will be made in the application of multi-purpose ships with containers of 120 TEU or more and ro-ro/containers with 200 TEU.

The "Action Plan" proposes three safeguard measures: strengthening organization and coordination, strengthening element guarantees, and strengthening supervision and evaluation.

Ten departments including the Zhejiang Provincial Department of Economics and Information Technology jointly issued the "Zhejiang Province High-end Shipbuilding and Offshore Equipment Industry Cluster Construction Action Plan" (hereinafter referred to as the "Action Plan").

The "Action Plan" proposes that by 2027, Zhejiang Province's high-end shipbuilding and offshore equipment industry structure will be more optimized, the industrial foundation will be advanced, and the level of industrial chain modernization will be significantly improved, and it will rank among the domestic shipbuilding industry.
