Article In order to standardize the collection and management of urban sewage treatment fees, Protect the operation and maintenance of urban sewage centralized treatment facilities and protect the environment. According to the "Water Pollution Prevention and Control Law of the People's Republic of China", "Urban Drainage and Sewage Treatment Regulations", "Sewage Treatment Fee Collection and Use Management Measures", "Development and Reform Commission of the Ministry of Finance, Ministry of Housing and Urban-Rural Development" on the formulation and adjustment of sewage treatment charging standards and other related issues These measures are formulated in accordance with the spirit of the document "Notice" (Fa Gai Price [2015] No. 119) and in combination with the actual situation of our city.

Article 2 Units and individuals that discharge sewage and wastewater into urban drainage and sewage treatment facilities shall pay sewage treatment fees.

Those who discharge sewage and wastewater into urban drainage and sewage treatment facilities and have paid sewage treatment fees are no longer required to pay environmental protection taxes on corresponding pollutants.

Article 3 Songyuan Municipal Housing and Urban-Rural Development Bureau is the administrative department in charge of urban sewage treatment.

Article 4: Sewage treatment fees are government non-tax revenue and are fully paid to the local treasury and included in the budget management of local government funds.

Chapter 2 Charging Standards

Article 5 Domestic sewage of residents (including non-resident users who implement resident water prices) The standard processing fee is 0.95 yuan/ton. The domestic sewage treatment fee standard for households with minimum living allowances confirmed by the civil affairs department and those receiving preferential treatment is 0.40 yuan/ton.

Article 6 The non-resident sewage treatment fee standard is 1.50 yuan/ton.

Article 7 The standard for water and sewage treatment fees for special industries is 2.00 yuan/ton.

Article 8 If there is any adjustment, the adjustment shall be made in accordance with the price approved by the finance, price, and audit departments.

Chapter 3 Water Scope

Article 9 Residential Water Scope (non-resident users subject to residential water prices) . Domestic water for residents; domestic water for property services in residential areas; domestic water for school teaching and students; domestic water for military barracks; community domestic water; domestic water for social welfare institutions; domestic water for blind massages and religious sites; water for detention centers and prisons.

Article 10 Non-residential water use categories. In addition to the price range for residential water and special industry water, other industries are subject to non-resident sewage treatment fee standards.

Article 11 Category of water use for special industries. Car washing industry, bathing industry (fitness clubs with bathing facilities), water for swimming, splashing, and water for beverages (including alcohol and purified water).

　Chapter 4 Charge Management

Article 12 All residents, government agencies, enterprises and institutions that supply water to water companies The sewage treatment fees for individual industrial and commercial households are collected by the municipal water company. The sewage treatment fees for industrial enterprises such as oil fields and mining areas, Cargill Biochemical, Fujian, oil field power plants, etc. that are not supplied by the municipal water company, as well as users of self-provided water sources, are levied by the municipal drainage company.
 

Article 13. The collection fee shall be paid to the collection unit on a monthly basis based on 0.2% of the sewage treatment fee collected by the collection unit.

Article 14 If the drainage volume is significantly lower than the water consumption due to large amounts of evaporation and transpiration, and automatic online monitoring facilities and other metering equipment have been installed at the drainage outlet, the local urban drainage and drainage department at or above the county level shall After being identified by the sewage treatment authority, the sewage treatment fee will be calculated and levied based on the actual discharge volume of the obligor through media publicity and confirmation. Enterprises whose products use water as the main raw material will still be levied sewage treatment fees based on their water consumption.

If drainage metering equipment has been installed for temporary drainage and foundation pit drainage during construction, sewage treatment fees will be levied based on the value displayed by the metering equipment; drainage metering equipment has not been installed or the metering equipment cannot be used For normal use, sewage treatment fees will be levied based on the construction scale.

Article 15 Except for the circumstances specified in Article 14 of these Measures, sewage treatment fees are calculated and levied based on the water consumption of the obligor. Water consumption is determined in the following manner:

(1) For units and individuals that use public water supply, their water consumption shall be based on the value displayed on the water meter.

(2) If units and individuals using their own water sources have installed metering equipment, their water consumption shall be based on the value displayed by the metering equipment; if the metering equipment is not installed or the metering equipment does not work properly If used, the water consumption is calculated based on the rated flow rate of the water intake facility operating 24 hours a day.

(3) For a few enterprise users such as thermal power generation and steel whose drainage volume is significantly lower than the water consumption and whose drainage outlets have installed metering devices such as automatic online monitoring facilities, the urban drainage and sewage treatment supervisor shall If the department determines and announces it in the public media, the tax will be calculated based on the actual drainage volume; if no metering devices such as automatic online monitoring facilities are installed, the tax will be calculated based on the water consumption.

Article 16 Mixed water should be measured by separate meters. If it is not measured by separate meters, the higher sewage treatment fee standard will apply.

Article 17 When collecting sewage treatment fees, bills printed uniformly by the provincial financial department shall be used.

Article 18 Sewage treatment fees are funds specially used for the construction and operation of urban sewage treatment facilities and sludge treatment and disposal.

Article 19 The collection standards and adjustments of urban sewage treatment fees shall be supervised by the finance, price, and audit departments and the superior urban drainage and sewage treatment authorities.

Chapter 5 Accountability

Article 20 If a payment obligor violates the provisions of these Measures, he shall be held legally responsible in accordance with the relevant national laws and regulations; if he is suspected of committing a crime, he shall be transferred to the judicial authority for processing in accordance with the law.

Article 21 If any staff member who collects sewage treatment fees violates the provisions of these Measures, practices favoritism, neglects his duties, or abuses his power in the collection of sewage treatment fees, the urban drainage department shall Disciplinary sanctions will be imposed, and those suspected of committing crimes will be transferred to judicial organs for processing in accordance with the law.

　Chapter 6 Supplementary Provisions

Article 22 These Measures shall come into effect on the date of promulgation. The "Notice of the Songyuan Municipal People's Government on Issuing the Measures for the Collection and Management of Urban Sewage Treatment Fees in Songyuan City" (Songzhengfa [2013] No. 38) is abolished at the same time.
